To combat an ever increasing crime rate the city took away the one thing that gave individuals a sense of power over others; their guns. Now only the Police Corps – and some wealthy individuals with private security – are allowed to carry weapons and the possession and/or use of a firearm comes with swift and harsh punishments.
What business, syndicates and gangs need now aren’t high-powered weapons, kill-tech or even muscle; what they need are people who can handle the pressure of high-stakes negotiation and deal with the stress of dangerous situations.
